Resource Teacher: Learning Behaviour (RTLB) & Cluster Manager of RTLB

From 28 January 2012, the employment of both Cluster Managers and RTLBs will change as part of the RTLB Transformation Project.

Cluster Managers of RTLBs

Cluster Managers are new teaching designations/positions that have been created by the RTLB Transformation Project (2012).

Cluster Managers of RTLBs are teachers who have a designated responsibility for providing leadership to the RTLBs within their cluster. The purpose of the Cluster Manager’s position is to manage and lead on a day to day basis the RTLB cluster on behalf of the schools, staff and students in that cluster.

Cluster Managers are employed under recent variations to the following collective agreements:
• Secondary Teachers’ Collective Agreement
• Area School Teachers’ Collective Agreement
• Primary Teachers’ Collective Agreement

Only officially approved RTLB Lead Cluster schools may employ Cluster Managers. These schools are detailed in the following link:

RTLBs (Resource Teacher: Learning & Behaviour)

The primary role of an RTLB is to work with and provide itinerant specialist support to students and teachers to improve the education outcomes for students with moderate learning and/or behaviour difficulties.
From the beginning of the 2012 school year, only officially approved RTLB Lead Cluster schools may employ RTLBs.

Leadership Payments

Approved lead cluster schools (as the employer) hold the financial delegation to allocate Leadership Payment/s to their Cluster Managers and RTLBs with designated responsibility for providing leadership.

To request that a Leadership Payment is paid, the lead cluster school will need to instruct the pay centre via an ESP1t form (for new employees); or an ESP2t form (for pay detail changes to an existing employee).

Please note that all Leadership Payments are funded by the Ministry of Education via the Teachers’ Salaries Funding Code (11900).

Each year approved lead cluster schools will be provided with information outlining the entitlement level for Leadership Payments. This information will be included in staffing entitlement notices.

Education Service Payroll will monitor the number of Leadership Payments that a lead cluster school allocates within a school year (from 28 January to the following 27 January) on an annual basis. This review will be completed at the end of each school year.

A lead cluster school that overuses its entitlement will be notified and given the opportunity to respond to the review findings. The Ministry of Education will deduct the overused amount remaining at the end of the review from the lead cluster school’s July operational funding.
