Service pay allowance

Service Pay allowance is an allowance payable for non-teaching employees that meet the eligibility criteria set out in the following collective agreements (or promulgated Individual Employment Agreements based on these agreements):

  • School Caretakers’ & Cleaners’ Collective Agreement (SCCCA) and
  • Secondary & Area School Groundstaff Collective Agreement (SASGCA).

Service Pay allowance becomes payable after the completion of both three years continuous service and five years continuous service.

Your pay centre pays this allowance automatically to eligible employees who meet the allowance criteria. It is paid fortnightly additional to their base salary.

Employees who are eligible but are not receiving the allowance

The allowance is automatically paid to non-teaching employees who meet the continuous service criteria except where:

  • individuals employed under the SCCCA (or promulgated IEA) already receive the Qualification Payment, or
  • individuals have entered into a salary arrangement that incorporates the Service Pay allowance.

Action required by your school

If your school has entered into a salary arrangement with your employee:

  1. Provide confirmation to your centre in writing:
    a. to cease the Service Pay Allowance
    b. that you have entered into a salary arrangement and that it complies with either of the:
    • Transitional Arrangement clause of the SCCCA (Clause 1.5), or
    • Variation to the Agreement clause of the SASGCA (Clause 1.4).
  2. Send the confirmation to your pay centre at the earliest opportunity to ensure that the pay centre pays the employee correctly.

If your pay centre is not informed of the salary arrangement by the school and the Service Pay allowance is paid to the individual, the allowance will be ceased and the portion already paid will not be treated as an overpayment.
