February 2012 news for payroll administrators

Read how to import the 2012 pay periods for e-Reliever, and about event based allowances, the new versions of TR1, TR2, IRG and NRG coming in 2012 and more.

Event based allowances

Event based allowances are allowances that have a defined list of criteria that must be met before an employee becomes eligible for payment (ie. you cannot pay an event based allowance in advance for work that will occur in the future).

The payment rate of an event based allowance is stated in the appropriate Collective Agreement and is generally set as a specific rate for each occurrence that has generated the allowance.

New versions of TR1, TR2, IRG and NRG coming in 2012

We have made the following forms easier to complete:

  • Transfer and Removal Expenses - Lump Sum Eligibility and Assessment Form (TR1)
  • Transfer and Removal Expenses - Accommodation/Property Expenses Claim Form (TR2)
  • International Relocation Grant and Finder's Fee Form
  • National Relocation Grant and National Recruitment Allowance Form

The new versions will be available from this website rather than the www.minedu.govt.nz website by the end of February 2012. These were originally planned for a release of January 2012, however due to the Christmas holidays this has now been delayed.

Key changes made to the forms:

  • Excel is now the file format for these forms. This means file sizes are smaller and downloading is faster
  • Useful links to web pages are added to help you find the information you need to complete the form
  • Validation fields and tips are included. You’ll know if you haven’t completed some fields correctly
  • New fields have been added so that we can get the right information we need to process your application first time
  • Automatic calculations that assist in determining the amount to be paid have been added to the TR2 form. This means the TR2 now needs to be completed electronically
  • The 8 week period for application no longer applies for IRG and NRG. Now forms will only be accepted if the required teaching period has been completed
  • All incomplete applications will not be processed and will be returned to the applicant for completion and re-submitting
  • Applications received from teachers without current registration will be declined.

Why we’ve made changes to the forms:

  • Feedback received from you
  • Made it easier to collect the right information from you first time
  • Fields that our auditors have asked us to add
  • Making your job easier by creating automatic calculations to assist in determining amounts to be paid on the TR2 form
  • To make them consistent with our other forms to reduce confusion.

What this means for you:

  • It is important that you ensure any application you submit is complete, registration current and required teaching period met
  • We hope these changes will create a smoother process allowing your applications to be processed at a faster rate.

TTA, MITA and MITA additional allowances for 2011 stopped on 27 January 2012

All Tutor Teacher Allowances (TTA) and Maori Immersion Teaching Allowances (MITA), including the MITA $1,000 additional salary payment, stopped on 27 January 2012.

Schools will need to complete TTA and MITA applications forms for their staff for the 2012 year. Please do not send TTA applications until you know the beginning teacher’s MoE number and registration details, and have recorded them on the application form.

If a teacher is receiving the MITA $1,000 additional salary in 2011 and meets the criteria for the additional salary in 2012, only the MITA application form needs to be completed. The MITA additional salary will be continued when the MITA has been approved for the 2012 year.

The earliest TTA and MITA will be paid is in pay period 2424 because of the high volume of applications and employment requirements that cannot be checked by Education Service Payroll until pay period 2423 has been processed.
